Yael Shalgi, President

Ms. Shalgi has broad based knowledge and expertise in the nonprofit sector in Israel. Shalgi played a leading role in legislation, finance, organizational structure and stability and management development for 6 years as Assistant Director of Israel’s umbrella organization of nonprofits, VNPS. She was a senior member of the founding team of Matan – Your Way to Give, a leading nonprofit in the field of Israeli corporate philanthropy. In her role as Vice President of Community Investment she created the concept and infrastructure for a complete grant-making process that handles hundreds of proposals a year. In this position she provided professional counseling and support for corporate giving programs as well as to foreign corporations and foundations. She brings 15 years of experience in the nonprofit sector and acquaintance with hundreds of organizations in a wide range of fields, 8 of them as an active foundation professional. She is a lecturer at the Masters Program on Nonprofit Management at the Hebrew University. Shalgi was born in the US, served as an Intelligence officer in the IDF, holds a Bachelor’s degree in Economics and International Relations and a Master’s in International Relations, Hebrew University of Jerusalem.


Liz Trakeniski, Vice President

Liz Trakeniski brings to IPA thirty years of community work experience in England and Israel. Following her aliyah in 1981 Liz worked on Project Renewal representing overseas communities (United Kingdom and Australia) as well as coordinating social rehabilitation programs in Jaffa. Liz was responsible for liaising with authorities, evaluating projects, overseeing budget implementation and communicating with donors. In 1986 she established the country's first independently run community center. Liz’s activities have included representing Israel abroad as an emissary and she is a board member and volunteer on two amutot. Most recently she has been the executive director of ESRA, a volunteer organization providing social, educational and cultural activities. In creating and operating more than sixty community projects for the disadvantaged, immigrants from distressed countries and those with special needs, Liz has gained considerable field experience in prioritizing needs, resource management and financial control in addition to executing programs from needs assessment and suitability of models to their implementation and evaluation.

Francine Stuart, Information Officer

Ms. Stuart brings enormous experience in reviewing, assessing and processing grant requests and reports. She has had much experience in the facilitation of grant processing and decision-making. Stuart facilitated grantmaking processes and support for funders for 12 years in the Jewish Agency Allocations Unit. Previously she worked at Bank Hapolalim’s head office, facilitating communications and relations between banks. Stuart is a native of Manchester, UK and immigrated to Israel as a young adult.
